NCAA is retroactively applying a rule to him that they created after he had already transferred and enrolled at UNC. I believe there is a guy at Florida State who's in a similar boat.

Teams release injury reports all the time. HIPAA doesn't prevent that. It's probably either a) that it's still preseason camp and they don't feel the need to publish a story on an injury to a backup running back, or b) football coaches are notoriously stingy with injury info.
