Rules Question Regarding Being Down with a Knee

2 plays yesterday happened in college football that had different results that are confusing to me. First, in the LSU- Florida game, the fake field goal that went for a touchdown. The holder is already on a knee and advanced the ball by passing. Sweet play. Why isn't he down because he's on a knee?

Second, the Wake-UNC game, where the punter recovered a low snap and dropped to a knee. He was ruled down on the 8. I think that is the correct call but just curious about the fake field goal. Anyone have the same question?

Exception for FG and PAT holder:

In NCAA Rule 4, section 1:
3. A live ball becomes dead and an official shall sound his whistle or declare it dead:
[...]
b. When any part of the ball carrier’s body, except his hand or foot, touches the ground or when the ball carrier is tackled or otherwise falls and loses possession of the ball as he contacts the ground with any part of his body, except his hand or foot [Exception: The ball remains alive when an offensive player has simulated a kick or at the snap is in position to kick the ball held for a place kick by a teammate. The ball may be kicked, passed or advanced by rule]

If the holder was always ruled down, you wouldn't even be allowed to attempt an XP or FG.

Make them get in some weird position I say. That is how we did it in my day... and we liked it.
