Here's the illegal drone video.
Basically, no drones are allowed in an NCAA stadium area while the refs are there (60 minutes before kickoff until postgame) because of potential signal stealing. It's an NCAA rule. The Sun Belt is showing the NCAA that they got this taken care of ("hey, don't do it again") and no further action needs to be taken.

The JMU cell phone was after this play, where the Utah State runner was clearly out of bounds and the refs missed it.
Apparently the Mountain West review system is terrible, so JMU decided to be helpful with technology. This is also against NCAA rules.
Amazingly, the touchdown call stood after review.

I used to umpire a good bit of kid level baseball. Had some over zealous dad offer to let me watch a play I apparently missed on his phone. Needless to say that pissed me off. I handled it well just kindly said no thanks.

JMU’s HC Cignetti said he got caught up in the moment and someone handed him the phone and he just handed the phone to the ref….. he did apologize and said he was wrong to do it.

I think that drone video was pretty sweet, and I can see why it was tempting to offer the video evidence on the cell phone. As much as I love shenanigans, that kicker clearly stepped out of bounds. But rules are rules. Glad there was a reprimand, but no more.

Lets be real...the NCAA doesn't want coaches showing cell phone video to refs because it would be faster and easeir to determine what actually happened than these damn replay systems they have. It would also show just how bad some of these refs are.
I purpose that instead of replay officials that we have 4 drunk guys on a couch in Milwaukee watch the play in question and they make the call. Itd be faster and way more entertaining.
