It is the road that rivers street turn into if you stay to the left right at the old Southern States store. It connects rivers street to 105. There is also a way to get to it from the road that goes to the baseball field, its a little cut through right at Mountaineer Hall. Cops have the road shut off from that cut through at the back of Mountaineer Hall and where the Southern State store used to be.
