There are those who go to college, not to earn a job skill but to get a well rounded liberal arts education. Often these folk end up doing blue collar jobs, yet they chose to be well read, fully rounded people. College is not just about job skills.

You make a good point. Before the financial crisis the UNC system was a bit bloated and the first few cuts were not that hurtful. As time has gone by the accumulated impact of years of cutting is troublesome. Harm is being done to the quality of higher education in NC.
Can the system keep getting cut and still produce college graduates? Certainly! But some combination of two major things has happened and continues to happen:
(1) More of the cost is transferred from the state to the students/parents. Some may argue that's OK, but it is not in line with the long-term tradition of higher education in NC. and/or
(2) The educational process is impacted negatively -- larger classes, more part-time instructors, less up-to-date technology, less writing assignments, fewer small hands-on labs, more multiple choice tests instead of essay tests to classes of 85+ students, etc. etc.
