That actually makes a lot of sense to keep pedestrians separate from traffic exiting the parking deck.

I was going to suggest a hole for folks to toss their NIL money into, but it's probably not that.

There's some issues with the steam system and they are having to replace parts of it.

It would have been nice if they had a new underground tunnel at that spot.
