Ross & UNC-BOG puts brakes on ASU doctoral plans

Unread post by asu66 » Fri Feb 07, 2014 1:32 pm

A few weeks ago, the UNC-BOG put the brakes on plans UNC-W was developing for a new doctoral program. They cited needless duplication for their action.

http://www.starnewsonline.com/article/2 ... #gsc.tab=0

Today's edition of THE DAILY TARHEEL cites similar action to roadblock new ASU doctoral programs for at least five years. Apparently, the exalted UNC Pres. and BOG, in their infinite knowledge while meeting upon the highest of high ivory towers, decided WNC has no need for new doctoral programs; or will have no such need for five years. Perhaps I've just been naive for years and years; but I didn't know the UNC brass could just re-write a member university's mission statement out of the clear blue Chapel-Hill skies. That's hard to swallow.

Why do I now have grave reservation about Ross' selection of ASU's new Chancellor? He may just be looking for a "yes" man or woman. Just what we need!

ASU mission statement draws criticism

By Sharon Nunn | The Daily Tar Heel
Updated: 13 hours ago

Appalachian State University’s current mission statement bars the university from adding new doctoral degree programs for five years, after a new revision by the UNC-system Board of Governors and system President Tom Ross.

The change drew criticism from some ASU leaders, including the chancellor, who want to expand the school’s graduate offerings.

ASU initially revised and submitted a mission statement last fall, which was first approved by the campus’ Board of Trustees and then sent to the Board of Governors, which changed the words in the statement from doctoral programs to specifically referencing the singular doctorate in education.

The change effectively cut ASU’s ability to add other Ph.D. programs.

Lori Gonzalez, provost and executive vice chancellor of ASU, said it would limit the possible addition of degrees that could positively impact the western North Carolina region.

“Consistency in the BOG’s approach to mission statements at all campuses like Appalachian is very important for each campus’ strategic development,” Gonzalez said.

They need to be brought to task for their actions. Purely political and regional in it's intent. For some reason they seem to feel hurting us helps them. How long will this continue to go on without repercussions? Will someone at least tell them that our football players can read.

this isn't surprising, everyone knows the BOG is a puppet board with UNC pulling the strings, facts are, we probably are never going to get a fair shake in the UNC system, the people at Chapel Hill will make sure of that. Really pisses me off because all we are trying to do is improve the academics of our collage, but since UNC sees that as a potential threat, we lose.

In some states there are two or more university systems.

The NC State University System doesn't sound like a bad idea. ;)

Yeah, I think Texas has about six university systems. Surely North Carolina could handle two?

That is correct. Texas has 6 university systems (UT, A&M, Hounston, North Texas, Texas Tech and Texas State), as well as 4 independent universities (Stephen F Austin, Texas Southern, Texas Women's and Midwestern State).

Maybe that we plan to staff the classes with professors and require students to attend is too much for those folks in Chapel Hill. Aaaaand people wonder why I detest that school.

If your question is for me...

Certainly, all we have right this minute is a published report in The Daily Tar Heel that the BOG revised ASU's mission statement to block any new doctoral programs for five years; and that our current Chancellor and Provost are miffed to say the least. We also know from the Wilmington STAR NEWS that the BOG also blocked UNC-W plans for a new doctoral program.

That's enough for me to post the report and to be most unhappy about it. If I learn five minutes from now or five days from now that the published report is in error; I'll report same.

I became aware of the Wilmington situation a couple of weeks ago from a friend on the Seahawk faculty. I sat on the info hoping it would be a strictly an issue at/for UNC-W. Today, I learned it's a far bigger story than just Eastern NC politics. And I posted it; and I'm glad that I did.

When, and if, I get more pertinent info, you can bet your last dollar bill you'll find it right here on the MMB. So what's your problem, may I ask?

Full disclosure: I checked in on mobile and couldn't access the article. I'd like to know a couple things:
1. What are the programs that were denied?
2. What is the duplication?
3. What is AppGrad1's opinion on this?

I'll let you do your reading when you get home to a bigger screen. It starts with "recommendations" from a consulting firm employed by the BOG. Those recommendations were apparently "right down Tom Ross' alley" (This might be expected; as we know what paid consultants do.). Regardless of the recommendations, BOG approval is required for acceptance or implementation.

Here are a few quick quotations from the Wilmington STAR NEWS article that seems to sum up the BOG position.

[ 'But in recent years, the board of governors has tried to avoid approving programs that would replicate programs already in place, such as the marine science program, Gage said.

"We're working hard to be efficient and only approve new programs when there is compelling need," she said. "We also favor new programs that are developed collaboratively with other campuses. This often strengthens the program and brings costs down."' ]

[ 'And Gage emphasized that campuses such as UNCW that want to add more doctoral programs "didn't get the door slammed in their face."

"We're just scrutinizing every request and every penny we spend," Gage said.'
