I could be WAY off here, but i don't think that is the case. He is being promoted to OC from a RB coach. Unless he is getting a much higher salary as a position coach, Its hard for me to see him going elsewhere at this point.
Dorsey was a guy with NFL experience and went back to the NFL. Riley may well be an rising star, but I don't think he has done enough yet to be in that high demand. Even at a smaller salary, an OC role is going to get him much more experience and attention at App than a QB coach or TE coach even at bigger schools

Roof leaves Appalachian State after a 13-1 season in which its defense ranked in the top 25 in several categories. With 32 years of experience, he was coordinator when Auburn won the national title for the 2010 season and also has been coordinator at Georgia Tech, Penn State, Minnesota, UCF and Duke, where he also was head coach for four seasons.
He was co-defensive coordinator at NC State in 2018.
"Attracting Ted Roof to join the Commodores as defensive coordinator is a huge win for our program," Mason said.
Vanderbilt confirmed Dec. 28 that Mason was replacing both his coordinators after a 3-9 season.

Riley being the OC?
Yes. Many people speculated about it as soon as it was apparent drink wasn’t taking much of his staff with him
