I thought the Access Bowl rotated.This shows it being the Cotton Bowl again.

I thought only the CFB semi-final games rotated. The Rose Bowl, Sugar Bowl, and Orange Bowl have specific tie-ins when it is not a semi-final. The Access bowl can be the Cotton Bowl, Fiesta Bowl, or Peach Bowl when they're not CFP.
For the 2020 season, all three are available. In theory, since all three have at-large or G5 bids, we could be playing for any one of them.

So there's no hardset rotation per say. The only sure thing is that it can only be Peach, Cotton, or Fiesta due to those having at large spots.
However, they try to make it so that no one repeats in each 3 year rotation of the CFP semifinal locations.
We've had 6 years of the CFP now. So two full rotations. In rotation 1 we had 2014 Fiesta, 2015 Peach, 2016 Cotton. In rotation 2 we had 2017 Peach, 2018 Fiesta, 2019 Cotton.
The only one that's mostly guaranteed is that year 3 of each rotation will be Cotton because it's the only bowl with at large spots in that year.

I think Boise State or Memphis is probably the highest rated preseason with us 2nd or 3rd. We will have to start 3-0 but if we do we could pass them. We will have to beat Wake Forest by a good margin now though. They are losing a good bit of players and should not be a top 20 team in preseason but one that is receiving votes now I would think.
