As of right now yes. Paperwork takes a little time to complete. Hire is made but as we've seen, and as I've said for years for other things, nothing is official until it's OFFICIAL.

He sure has and that causes an ol' HR guy like me to ask questions about so many moves and apparent gaps in employment in recent years. On the other hand, he's not my hire. I know he's passed the rather exacting scrutiny of DGillen, SClark and DJones and he's finally landed at The Rock--the football home of The Real Mountaineer Nation. So appsolutely no worries. Welcome *home* Coach Lockwood!

That's exactly what I thought as well. My guess is all the changes might have led to the final hiring notice taking a while. I'm quite sure we have done a thorough vetting and he's been in the heat of the fire of competition at so pretty good schools. Eh, he's been a college position coach for 30 years. Moving around a lot is the rule, not the exception for guys in that role.
I did notice the two one-year gaps. Doesn't seem like a major red flag, but I wonder why he was off for those years.
Seems like a good resume overall though.

Veteran coach David Lockwood enters his second year on Jay Norvell’s coaching staff in 2019, working specifically with the secondary.
Lockwood made an immediate impact with the Nevada secondary in 2018, as he helped the Wolf Pack’s total defense drop by nearly 100 yards, going from allowing 471.3 yards per game in 2017 to 378.3. In his first season, he saw three of his starters earn All-Mountain West honors as Daniel Brown, Dameon Baber and Asauni Rufus were all named All-MW Honorable Mentions.
In the 2018 Arizona Bowl, the secondary played a large part in the Pack’s 16-13 overtime victory as they recorded three interceptions in the game, two of which game in the red zone.
Lockwood spent the 2017 campaign with fellow Mountain West member UNLV as the cornerbacks coach. A former defensive coordinator in the Big Ten Conference, Lockwood spent four years prior to UNLV coaching cornerbacks in the Pac-12 Conference at Arizona (2012-15).
A three-year starter at cornerback himself while at West Virginia, his three bowl trips included playing for the 1998 national championship in the Fiesta Bowl. Lockwood had multiple stints on the staff of his alma mater -- coaching the Mountaineer cornerbacks in 2008-11 (finished 11th in the nation in pass defense in 2010); the defensive backs in 2000 (finished ninth in the nation with 19 interceptions and won the Music City Bowl); and starting his collegiate career as a graduate assistant in 1989.
Having served as defensive coordinator at Minnesota for two of his five seasons in the Twin Cities, Lockwood helped the Golden Gophers reach a bowl game every season at the school. Having coached in 15 straight bowl games at one point, he also coached defensive backs at Kentucky (2007), Notre Dame (2001), Wyoming (1999-2000) and Memphis (1999), as well as the wide receiver position at Memphis (1995-98), James Madison (1994) and Delaware (1990-93). During Lockwood’s one season in South Bend, the Irish ranked 10th in the nation in pass defense.
A four-year letterman for the Mountaineers, Lockwood earned his bachelor’s degree in physical education from West Virginia in 1989. The Pennsylvania native and his wife, Heidi, have three children, Autumn, David Jr. and Jeffrey.

Assistant coaches tend to lose their jobs when the head coaches or coordinators leave and the new guys bring in their own guys. There's no question that Coach Lockwood has a ton of experience and knowledge of the game.
I also believe that Doug performs strong due diligence on hires which is probably why we don't have to deal with coaching scandals like many schools do.
