That's what I'm taking away from it, seems to be the case.
That is correct. Provided that any available tickets aren’t grabbed up by donors $2500 and up by EOB Friday.

Maybe this is just the vibe I've gotten based on my experiences so far, but it seems like they draw the line of "we should care about this donor" or maybe better phrased "they give enough to matter" at $2500.
