Does anyone know if a child under 2 needs a ticket to get in?

When our youngest went at under 2 he didn't, but that was about 5 years ago.

I did see these to toddlers at game, should they have been allowed a free seat? What is the cutoff and should we have a height limit?

They are ok as long as you carry them and they sit in your lap!
