$22.5 million retention pool
If this makes it into law , when the G6 can’t fund the current $20m rev share … Cinderella is dead.

Congress caved on giving the Big 10 and SEC more money, but they did manage to keep the media rights pooling in the deal. So, the G6 conferences can pool their rights as a whole as opposed to each conference negotiating its deal, that could help schools like App get more money, Big 10 and SEC hate the media pooling idea of course.
Deal also limits transfers to one, unless you sit out. You get 5 years to play four seasons and you're done.
This won't get done until December after regular season, Senate will pass first, then House will argue over employee status for players, soonest it's passed fully is December.

Serious question. On average how much is the annual App football player salary pool? How much of these salaries are funded by student fees?

For us to be nationally competitive the salary cap needs to be $5M. Not $22.5M. At least there are talks about a cap. While CFB is all wrong, it’s a step in the right direction.

The idea is that when multiple conferences pool their rights they can drive a higher price, so there's more money to spread out between the schools, as opposed to the Sun Belt negotiating on their own.
Of course, App will never bring in SEC money, but the G6 schools are behind the pooling for a reason.
A bigger help to App will be the transfer rules which will help them keep their own players and limit player turnover.
I still hate all of this, but it is a step in the right direction.

Big 10 and SEC just came to agreement with Senate late last night, which was a big surprise. They will attempt a vote this coming week before recess.
Trump's looming executive order likely motivated them.

I am with Stone on this. Under the guise of making things better for all levels, this retention pool just made it significantly worse.
Current state: P2/4 based on rules, has $20.5M rev share to spend on entire rosters. Retention + recruiting.
Under Proposed Law: a new $22.5 to retain current players + current rev share $20.5 that can be fully dedicated to bringing in new players.
