I'll try to be somewhat realistic and regional with strong FB programs, some good baseball programs and a few decent basketball programs (this would be an area of priority to improve):

App St (FB crossover rival to be played every year GaSo)
ECU (USM crossover)
UNCC (MTSU)
GaSt (if JMU can't be counted) (Troy)
JMU (assuming they jump to FBS) (Troy)
ODU (USA)
Marshall (WKU)

GaSo
MTSU
WKU
Troy
USA
USM

**crossover rivals subject to change**

While there are still some schools on here that are unrealistic, overall, I really like this idea + a championship game.

It makes too much sense to have conferences based on geographic location that require small amount of travel for away games, visiting teams would always increase your attendance if closer, less time out of the classroom for visiting teams, and the BILLIONS it would save on travel costs to each school. Might be able to cut ticket costs and parking cost, not mention $5 drinks and $5 popcorn. Look at NASCAR, they are having a time putting people in the seats. Costs of travel, tickets, parking, food, and hotel has eliminated a lot of people. Bowman Gray Stadium in WS in the only racing venue left that is entertaining and priced reasonable for the average working man.

AppState, So I Can visit the Mountains several times a year. 8-)
UF, A Disney, U Studios, or Busch Gardens side visit would be nice every other year.
Alabama, well it's Alabama, Mecca.
LSU, A Gulf Coast Vacaa. every other year would be cool.
USMA West Point, Visit my old stomping grounds and New York friends every few. One of the best venues.
USNA Annapolis, Visit my old stomping Grounds and Delaware friends every few. A great venue as well.
Texas, Take my App Daughter back to visit her Texas birthplace. Austin, Shlitterbahn, Bob's Bar-B-Que Henderson TX, Franklins BBQ Austin.
Boise State, Visit family and fall brown trout fishing or an elk hunt.
OSU, A Fall Salmon fishing trip every other year, I'm there.
Notre Dame Visit my Indiana friends, It's a Mecca as well.
U Hawaii. Maui, Big eye, and Ahi tuna every other season is calling my name.

Champ game in Vegas.

North
Appalachian State (a)
East Carolina (b)
Old Dominion (b)
UNC Sha'litt (a)
Marshall (c)
JMU (c)

South
Georgia Suthn' (d)
Georgia State (d)
Central Florida (e)
South Florida (e)
Troy (f)
South Alabama (f)

Everyone has good travel partners as marked with matching letters. This is hypothetical but if MTSU cold replace JMU. This conference would satisfy travel, give us more visibility in recruiting hotbeds, and give us a presence in some pretty big tv markets (Charlotte, Tidewater, Atlanta, Nashville (if you replace JMU wit MTSU), Orlando, and Tamp/St Pete.
