I think nowadays defenders on field goals can't leave their feet when trying to block.

No, you can leave your feet you just can't hurdle the offensive line in the process and then block the kick (ala Kam Chancellor).

Correct, sir! There's also either a clip or a block in the back to the far lower-left of the image. UM was in pure self-destruct mode at this point of the game.
