Clock question from UT game

Watching the last drive in regulation and noticed something I don't get. (Sorry in advance if this was discussed earlier.) Early in the drive, we ran a jet sweep to Hopkins and he ran out of bounds. It appeared he stepped out with 2:02 remaining, but the clock ran until 2:00, then stopped. The clock then restarted when the ball was spotted, and we snapped it at 1:38.

My understanding is that the clock restarts when the ball is spotted except in the last two minutes of halves, in which case it restarts on the snap. Since the clock stopped at exactly 2:00, should it not have remained stopped until we snapped the ball?

I am thinking 22 seconds would not have helped. If you can't put up a single point in the second half plus an overtime you are likely to lose a tightly contested game on the road against a quality opponent. Simply put, we did not beat that team even though as a program we know how to win these games.

I asked a ref and the rule is for 1:59 and beyond. "Under two minutes". AR 3-3-2-IV
