I think you're looking at Maverick Rowan of NC State in the foreground of the image. Seacat was the player trying to rip the ball away.

BOONE, N.C –– Appalachian State University men’s basketball head coach Jim Fox has announced the addition of former William & Mary forward Hunter Seacat (Mooresville, N.C./Lake Norman) to the Mountaineer roster on Wednesday. Seacat will be eligible to play for the Mountaineers beginning in the 2017-18 season.
Seacat, a current sophomore, finished his freshman campaign for the Tribe in 2015-16. The Mooresville, N.C. native stands as a 6-foot, 9-inch 235-pound forward who came off the bench in 19 contests for the Tribe last season.
Averaging 8.7 minutes per game, Seacat posted 2.1 points and 1.1 rebounds per contest for William & Mary. He scored a season-high eight points on 4-of-5 shooting and added five rebounds in 13 minutes against Hofstra. Seacat finished the season shooting 60.7 percent (17-of-28) from the floor.
A graduate of Lake Norman High School in Mooresville, Seacat was named to the 12-man Associated Press North Carolina All-State team as a senior. During his final season at Lake Norman, Seacat averaged 18.7 points, 9.2 rebounds and 3.3 blocks per game, while shooting 67.0 percent from the field - helping his team to a 17-9 mark, including a second-round state playoff victory.
He was selected as a Statesville Record and Landmark County Boys Basketball Player of the Year in 2015, scoring 20 or more points in 13 of his team’s 26 games and tallied a double-double on nine occasions. He ranks first in school history in field goals made, field goal percentage and career blocks, while coming second in total rebounds defensive rebounds and offensive rebounds.
A forward who possesses a 7-foot wingspan, Seacat was invited to compete in the North Carolina Top 80 event in March 2014. He played AAU (American Athletic Union) for PSB Select, coached by Brendan Winters, helping the program to the Silver Bracket Division I SuperShowcase title and the Best of the South Tournament crown during the summer of 2014.
Seacat was high school teammates with current Mountaineer sophomore guard, Trey Ford.

What level is Lake Norman High School? Are they 2-A, 3-A, or 4-A?

They are 4-A.

Lake Norman was 4A state champs in 2010 and runner up in 2014, Seacat's junior season. he has the potential to be a good player for us, assuming he has been working hard in the weight room.
