I've been trying to send a few PMs to folks on the board regarding tickets. It seems like the messages get "stuck" in the outbox.

Do they get delivered when my recipient logs back into the board?

They aren't stuck in the outbox. They remain in the outbox until the recipient reads them. Once they are read, they get moved to the sent folder.
