100%. One of the hurdles in KBS that limits capacity is the width of the gates. The current width only allows us to get to a little over 40k per the fire code rules. Expansion of seating also requires numerous upgrades to facilitate and infrastructure that most don’t think about.
And I'd wager the reason they haven't just made the gates wider is because they are currently at the width they can afford the other intangibles/risk management expenses in the budget.

If it were as easy as "just make it wider" or "it's a couple thousand for a little more chain link" it would probably be done.

Unfortunately it's not that easy anywhere in the corporate world; especially public institutions where every T has to have 10 crosses and every I is dotted 10 times.
Having worked in the field of audit and risk evaluation, I can confirm. The presentation of risk to Senior Management is almost always met with, “How much will it cost to remediate.”
