Rivers St. parking deck question

I will be attending my first ASU game this weekend and I bought a Rivers St deck pass. On the bottom of the pass is the word "Festival". What does that mean as it relates to parking in the deck? I know there is roof top parking.

Just means first come first serve for anything below the roof.

If similar to Holmes deck, festival applies only to levels below rooftop. Rooftop parking passes will be designated roof and not festival
