I don't doubt him. I think there was a rush to cash in after the Texas A&M win, but reality, inflation, and the need to finish the 105 project kicked in, as I think they want to finish East side along side some other athletics projects.

this is just a matter of semantics.
To most people, fully funded means having cash or cash equivalents (like seat deposits, vetted donations etc OR debt/loans issued).
having some cash/cash equivalent and the ability to issue debt or take a loan is "funding availability", not fully funded.
I'm sure AD DG chose his words specifically to convey a sense of progress, which is part of his remit as AD, but its misleading IMO.

I look at it also from the Real Estate/ developer world and that is what it means to us. So the whole thing could simply that we are looking at it from different worlds. What: Revealed renderings of new east side. Discussion ensued. Plan to receive funds revealed. Said funder has verbal agreement and they are dealing with red tape to make official. A week later, renderings revealed to public (although, this was sooner than they wanted but they also wanted to capitalize on the excitement of the season to this point).

Yes, I saw the renderings before the public saw it and had in depth conversations with several other very excited former athletes and leadership within Yosef Club. believe it or not, things happen behind the scenes WAY before the public hears about it. Like I said about Holmes (and yes, I know the state funded it so it may be a little different), funding was in place for 5 years before it was announced by Mr. Holmes he was going to try to get funding from the state. Last I heard (and I have said this before), the plans, approvals, etc are currently under way. Then comes more red tape. Then a little more. Then comes the bidding. Then more red tape. It's a slow process.
Is there a budget? I would assume so considering its been agreed to fund. I am unsure how the current economic conditions impact said agreement and/or agreed upon budget. Do I know that budget? Not precisely, but I have heard numbers that were thrown around in the discussion. I am not going to put those numbers on a public forum as they were not confirmed to be 100% accurate (although, heavily hinted at).
Again, you can be skeptical. I honestly don't blame the skepticism at all. But, don't start going off on tirades simply because you don't like my answer with the information I am willing to give out on a public forum on a topic you, admittedly, don't have any knowledge about.
People ask questions, I answer the ones I can with the knowledge I have/last given. You (and others) may not like the answers, but there's nothing I can do about that.

Honestly, I quit reading this back-and-forth along time ago, and I’m sure I’m not the only one. Historically, News has been accurate in almost everything he posts. I tend to believe what he saying, doesn’t mean anybody else has to.
I think we all agree that the East side expansion is coming, and we are all excited about it.

Seriously, this has turned weird. I don't understand why we're so upset someone won't reveal information that is not available for the public, as when it is made public you'll have all the information and knowing it now will not a change a SINGLE thing about the outcome of who/what/when/where/why/how.
If you don't want to believe someone that's your prerogative, but trying to force information out of him by calling him a liar is a strange tactic.
