An official who posts on these matters on Reddit gave a rundown of the new rules for the 2020 CFB season.

Overall, I don't see these affecting the game too much, potentially minus the three-second mandate on overturned calls for in-bounds plays.

I believe the 90-minute rule prior to games is a result of a Michigan vs Michigan State incident that took place between the players prior to the officials arrival, meaning no one got or could have been penalized, in the last couple of years.

At Va Tech, they reference the 90 minute rule as the Belk rule in light of their scuffle with UK prior to that game.

"So a player who lines up legally could still be called for roughing the snapper if he slants in and initiates contact with the snapper and vice versa."

There's a me too joke in here somewhere.

Never, ever rough the snapper!
