Regarding FCS Playoff ban....ODU was in the same position as us last year. They were not eligible for their conference championship, but were allowed to compete in the FCS playoffs as an at-large bid.
Does anyone know why our situation is different?

The CAA wouldn't let them compete. The NCAA was fine with them being in the playoffs as they didn't start their transition until after July 1st. ODU is now on the same track as us, being FCS transitional this year - FBS transitional in 2014 - and full blown FBS in 2015.

Yes, we are now on the same timeline to FBS as ODU even though they had almost a year "head start", meaning we will be adding scholarships between now and football season. The fact that we will have more scholarships by then means we will be in transition and unable to play in the FCS post-season.

ODU started their transition 2013 not 2012. They maintained 63 scholarships for the 2012 season. For App to be a full FBS for the 2015 season they must maintain a 76.5 rolling average for scholarships, thus the minimum scholarships we can have for 2013 will be 68 (thus playoff ineligible).
Both App and ODU will be will FBS members for the first time in 2015.
