Bit surprised this is going through surplus and not giving fans a chance to buy pieces.

15k is low. They could sell the pieces at $20 per square ft and get 80k ish.
Maybe some cabin cash cows could buy it and sell the pieces. I'd cut out the whole half court emblem and put it in my basement.

Does surplus sales proceeds even stay on campus? I was under the impression money raised like this went to state general fund.

That makes sense, if the government is controlling the funds and the refunding of them they would make a poor economical decision.

It's illegal (at least in NC) for a public entity to privately sell any sort of FF &E purchased with government funding. It has to go to a government approved salvage company such as this.

UNCG has a warehouse where items are placed at auction about once a month. Lots of office furniture and dorm furniture. I used to take a truck there and haul needed items back to the Middle College. The chemicals stock room went from cardboard boxes to bookshelves using other departments discards of bookcases. All the computers are sent to Raleigh so the hard drives can be destroyed and I assume once that is done the computers might be auctioned away. There were some nice computers there that were a bit long in the tooth but would have been perfectly functional to use with probeware science labs. I could not get those as they were all marked for Raleigh.
I know I was told scrape metal and battery recycling goes back to state surplus. I think the batteries are sold to a firm in Salisbury that takes Zn and makes rebar. Most of this makes sense as a government entity could have equipment purchased by Raleigh but recycling way to soon just so they can pocket the money on recycling sales. Given how the state budgets universities I am not sure there is a real incentive to do that and allowing a campus to keep some of their money from recycling efforts could lead to greater recycling efforts in those areas.
I am surprised there is not a carve out for athletics to sell surplus stuff. The state legislator has the carve out for the gambling money. I assumed App State would be financing a basketball ball court out of athletic funds and it a sense owned it.
