I think this could protect G5's from poaching and certainly protects the student athlete from some crap pulled by some coaches.

Personally, I don't like this part:
"A player could negotiate the cost of a remaining scholarship to complete a degree at some point in the future should he/she leave early for a professional draft."
To me, if an athlete leaves for the pros instead of completing his remaining years of eligibility and not completing his degree, he should pay his own tuition should he desire to return later.
I do like this part:
"A school could not "cancel, reduce or fail to renew financial aid … due to injury or athletic performance.""
I don't see how the following part would prevent the larger schools from poaching:
"and an automatic release from a scholarship should a player want to transfer"
