I don’t remember the specifics, but I believe that there was a group of bowl games and ESPN got to pick the matchups.

That is likely the bowl games that ESPN owns/controls so they have something to put on the air. There are still contracts in place I assume but spread over a lot more conferences to give ESPN a bit of room to design match-ups to suit their own purposes.
