Includes all “P5” teams, with ND and newly added SMU to round out 7 divisions of 10 teams. The 8th division would be the top 10 G5 programs who could be relegated each season. Non-football sports would remain in their current conference.

Relegate all programs by geography. Five conferences of 12 based upon traditional P5 lines, five G5 conferences, and every year the bottom/top 2 flip. It would make every game in November so much fun.

Correct. The bottom half of the P5 programs would never go for it. But it would be fun. Imagine SC getting regulated down for CCU or Michigan St. for Western Michigan, popcorn worthy.

I have a lot of questions on how this would work but also are the solutions to problems more short term or long term fixes.

It would literally take an act of congress for something like that to form, the powers (really the top two conferences) have a straggle hold on the sport for the foreseeable future.

Relating it to the EPL...many of the players in the EPL have a relegation clause in their contract which basically states if their club is relegated down to the Championship League, then they have the right to seek a new team. I could see the same thing happening in this format with how open the transfer portal has become. You'd see a huge number of players hit the transfer portal once it was clear their team would be looking at relegation.
This would also make scheduling into the future pretty.much impossible.
It is a fun discussion topic though, and as a fan of a G5 team (As we all are) if it were a realistic possibility I'd love to see it.

I imagine scheduling would follow the same format as the NFL is that the schedule is made based on the slot occupied in the standings. I am supportive of this idea in principle but highly skeptical in practice of this particular arrangement. I also like the idea of conference alignments for other sports not corresponding to football alignments. If non-football college athletics is going to survive this upheaval, they must be separated.

the idea started strong but ended poorly when they said only the 10 G5 schools have a chance at relegation. Everyone, including, Bama, should have the chance at being relegated if they're bad enough.

I read an article similar to this. I wish I could remember where. It divided CFB into 40 team levels. Each level had 4 10 team divisions. The bottom 8 would drop down and the top 8 would move up. Each level would have a playoff of 12 teams. If Team 9-12 won the playoff, they replaced team 8 in the move up. You guys would laugh at the original break down of levels. It was based on several things (record, years in FBS and others). I think there were a couple of MAC teams in top level. We were in the 3 level to start. My understanding was all of division one was done this way (FBS and FCS). Of course, this would mean everyone would have to have the same # of scholarships.

This all sounds nice 
But the SEC didn't throw FBS into F lux to have things fair.... they want their own sandbox designed for the exclusive 10 to win perennially and rake up billions.
