I was puzzled as well, how can players union make NCAA rules or even have an impact on them. It seems to me that a team taking too many '1 and dones' would suffer in APR.

It's not an NCAA rule, it's an NBA rule. It determines when a player is eligible to enter the NBA draft. As far as APR, that just measures whether a "student-athlete" is "on track to graduate" at the time that they leave the school, whether that's after one semester, one year, or four years. So basically, if a basketball player has enough credits and a nominal minimum GPA when he leaves after one year, the school is fine. For instance, IIRC, Kentucky basketball actually had a perfect APR score last year.

There's a already a new rule coming in 2016 that'll mandate a higher threshold for incoming freshmen or have them face an academic redshirt.
Why not let the rule they've already approved play out and go from there?
