Long story short, I had to fight off a charge that was more or less fabricated by him against me. Then, after I proved my innocence, he skated by with a warning (nothing more than a slap on the wrist), he had it in for me the rest of the year.

Doesn't really matter if he has any power. He used his position as a state employee to spread his message. That is the problem.
